Uzbekistan has approved a set of measures aimed at digitalizing mechanisms for monitoring the implementation of legislation, state orders and decisions of the highest authorities. The corresponding decree was signed by the President on July 25, 2025 and involves the introduction of new digital management tools, including artificial intelligence technologies and automated monitoring.
The central body entrusted with expanded functions under the new model of supervision is the Accounting Chamber. In addition to monitoring the targeted use of public funds, it is charged with conducting a systematic assessment of the effectiveness of the implementation of regulatory legal acts, including decrees, resolutions and instructions of the head of state and Government. The agency's tasks also include preparing proposals for optimizing existing reforms, initiating corrective initiatives, and preparing analytical reports for the Presidential Administration.
Starting from October 1, 2025, ministries and departments will be required to publish information on the implementation of decisions and instructions on their official websites, and managers will be required to submit public reports on a quarterly basis. This creates the basis for increasing administrative transparency and establishing new standards of accountability.
Since September 1 of this year, specialized working groups with the participation of representatives of the Accounts Chamber, the Ministry of Justice and other relevant departments will start operating in the regions. Their function is to systematically analyze the execution of orders, identify administrative barriers and form recommendations for their elimination. All proposals will be summarized and sent to the central executive authorities for consideration.
The institute of interim control is also being introduced for orders with a fixed execution period of more than three months. Performers are required to report on the progress of tasks at the intermediate stage. This measure is aimed at minimizing the risks of missing deadlines and simplifying the audit of current progress.
Control structures responsible for compliance with executive discipline will now report directly to the heads of departments. Their functionality is limited exclusively to monitoring tasks, and the personnel will undergo mandatory certification every three years.
All departments will be integrated into a single interagency electronic system ijro.gov.uz. As part of the digital transformation, it introduces elements of artificial intelligence: automatic identification of repeated orders, algorithms for sending reminders and monitoring potential deadline violations. It provides for full IT integration between all government agencies, including the implementation of multi-level automated reporting verification.
The Ministry of Digital Technologies was instructed to ensure the technical implementation of the project, including the creation of platform solutions, the construction of an architecture for interdepartmental data exchange and the introduction of risk-based control algorithms.
Control over the implementation of the decree is entrusted to the Prime Minister of the Republic of Uzbekistan. These measures reflect the State's strategic commitment to implementing digital governance in order to increase efficiency, transparency and manageability at all levels of the administrative system.
