A new law regulating the procedure for registration of citizens, foreign citizens and stateless persons at the place of residence and stay has entered into force in Uzbekistan. The document, adopted on July 10, 2025 under the number ZRU-1074, systematizes the processes of population registration and introduces modern digital mechanisms in the management of internal migration.
The Law establishes the obligation of owners of residential premises, as well as persons who have the right to dispose of them, to ensure timely registration of citizens living in these facilities. This applies to both permanent registration at the place of residence and temporary registration at the place of stay.
For the hotel sector, hostels and similar facilities, a simplified notification registration form is introduced through the E-mehmon digital platform, which minimizes the participation of guests in bureaucratic procedures. The responsibility for entering data into the system lies with the administrators of placements.
Special attention is paid to citizens of Uzbekistan living abroad. If they temporarily return to the country, they must register no later than 10 business days after crossing the border. This requirement applies both to registration at the address of actual residence and at the place of temporary stay.
The new mechanism makes registration available through multiple channels, including::
- territorial offices of migration and citizenship registration of the Ministry of Internal Affairs;
- public service centers;
- Unified interactive portal of public services (my.gov.uz).
Among the key provisions of the law is compliance with the social norm of living space during registration. This is aimed at preventing fictitious registration and ensuring comfortable living conditions for all registered persons.
The initiative corresponds to the state's policy of digitalization of management processes, transparency of demographic policy and improving the efficiency of interaction between the population and state structures.
