Resolution of the Board of the Central Bank of the Republic of Uzbekistan (reg. No. 3646 of July 7, 2025) approved the Regulation on the procedure for exchanging credit information, developed on the basis of the laws "On the Central Bank" and "On the Exchange of Credit Information" in a new version. The document entered into force on July 8, 2025 and defines the rules of interaction between credit market participants in the formation, transfer and use of credit history data.
The Regulation establishes mechanisms for information exchange between credit history bureaus, credit data providers, organizations and institutions that transmit or receive such information, including banks, microfinance and payment organizations. For the first time, the procedure for providing information to the State Register of Credit Information has been systematized at the level of a regulatory act.
As part of the reform, the provisions of Law No. ZRU-1043 of March 4, 2025 were also implemented, according to which individuals were granted the right to independently establish or lift the ban on entering into credit transactions with them. This provision strengthens citizens ' control over their own financial obligations and reduces the risks of unauthorized registration of loans in their name.
The register of persons subject to such a ban will be formed automatically, indicating the date of submission of the application, the date of entry into force of the ban and the conditions for its application. Users of credit information are responsible for violating the ban — credit organizations that have executed a contract in violation of the ban are liable under the law.
Updated credit history structure now includes:
- information required for accurate identification of the subject;
- data on credit transactions and their execution status;
- information about civil obligations to pay money;
- record of loan bans, including the application date and expiration date;
- information about the bureau that created the credit history and the date when it was created.
The measures taken are aimed at increasing the transparency and sustainability of the financial sector, as well as strengthening mechanisms for protecting the rights of consumers of financial services. The introduction of uniform standards in the field of credit information exchange helps to strengthen trust between banks, microfinance institutions and borrowers, reducing systemic risks and preventing abuse in the field of consumer lending.
