The Senate of the Republic of Uzbekistan at the plenary session approved the Law "On ratification of the Agreement on the establishment of the Civil Protection Mechanism of the Organization of Turkic States", signed on November 6, 2024 in Bishkek during the summit of the Council of Heads of State of the AHS. The agreement is aimed at developing cooperation in the field of emergency prevention and response.
The document was signed by Azerbaijan, Kazakhstan, Kyrgyzstan, Turkey and Uzbekistan. It establishes the legal basis for interaction between national emergency management structures and provides for the creation of a common mechanism for coordinating actions in response to natural disasters and other emergencies.
The Agreement regulates the procedure for conducting joint search and rescue operations, the exchange of technical and analytical information, monitoring and forecasting systems for natural disasters, as well as legal aspects of mutual assistance between member States.
According to Odiljon Mamatkarimov, Deputy Chairman of the Senate Committee on International Relations, the agreement also provides for the possibility of coordinating actions in case of disasters not only in the territory of the participating countries, but also in observer states and third countries.
The ratification of the agreement opens up opportunities for an active exchange of experience and resources in the field of crisis management, the introduction of modern standards of response and improving the responsiveness of rescue services. It is expected that regular exercises, consultations and training of specialists will be organized as part of the implementation of the agreement.
The adopted law will strengthen institutional ties between Uzbekistan and other member States of the Organization of Turkic States, deepen integration in the field of civil protection and become the basis for systematic international cooperation in the field of emergency prevention, forecasting and response.
