Starting from July 2, 2025, changes to the norms of duty-free import of certain goods, approved by the order of the Minister of Economy and Finance (reg. No. 2606-9 of 05.06.2025), will come into force. The amendments affect the procedure for filling out and processing the passenger customs declaration and are aimed at clarifying and tightening the rules for moving goods across the border.
The main change concerns lowering the threshold for the value of goods imported for personal use without paying duties. For passengers crossing the border through international airports, the limit has been reduced from $ 2,000 to $ 1,000. The threshold for moving goods through railway and river checkpoints has been reduced from $ 1,000 to $ 500.
The previous restrictions on the import of jewelry, which previously amounted to 65 grams worth no more than 2,000 US dollars, have been lifted. At the same time, the limits for other product categories have been updated. In particular, it is allowed to import perfumes and flavorings in the amount of no more than three units (but no more than 300 ml in total). New regulations on tobacco products set a limit of 200 cigarettes, 5 cigars and 100 grams of tobacco instead of the previously existing 10 packs of cigarettes.
Among the innovations are the conditions under which duty-free import is not applied. Benefits do not apply to persons who have been abroad for less than two calendar days when returning through railway, river and automobile checkpoints, as well as for less than three days when returning through international airports. In addition, the rules do not apply to persons who cross the border three or more times in one calendar month.
