Effective July 1, 2025 simplified administrative rules for small and medium-sized businesses will come into force in Uzbekistan. The President signed it relevant decree March 19to support entrepreneurs and reduce the regulatory burden.
Until January 1, 2028 government agencies will not be able to introduce new regulations that tighten requirements for small and medium-sized businesses. If the authorities do accept the changes, they will act only with the consent of the government. January 1 or July 1 every year. This approach will help businesses avoid unexpected changes and reduce administrative risks.
The "First opportunity"principle
Until 2028 The "First Opportunity" mechanism will work in Uzbekistan. It will allow small entrepreneurs to avoid punishment for the first violation of administrative rules in the field of trade, if it occurred in the first year of business operation.
Exceptions they will only apply to those measures that:
- sent to to prevent emergencies;
- they protect you life and health of citizens;
- lead to laws are brought into compliance with WTO rules.
Simplification of business liquidation
From September 1, 2025 closing a business will become easier. In case of voluntary liquidation, companies will not conduct tax audits if::
the income for the last three years does not exceed 10 billion soums;
no debts to the budget and extra-budgetary funds;
the company submits reports on time;
in the "Risk analysis" system, it is classified as "low-risk".
