Uzbekistan: introduction of digital control in land relations

Presidential Decree No. PP-287 of September 18, 2025 approved additional measures to improve mechanisms for preventing corruption factors in the field of land relations. The main focus is on digitalizing control processes and improving the effectiveness of interdepartmental interaction to prevent unauthorized land grabbing and illegal construction.

From January 1, 2026, the unified electronic system "E-yer nazorat", operated by the Cadastre Agency, will start functioning in Uzbekistan. This platform will become the central instrument of state land control. All tasks related to detecting violations and taking response measures will be carried out exclusively through this digital resource.

An important element of the new system will be the use of aerospace monitoring. The Uzbekkosmos Agency will conduct observations twice a year to identify the facts of inappropriate or inefficient use of land plots. The obtained data based on satellite images will be automatically sent to the E-yer nazorat system through the Interdepartmental Integration Platform of the Digital Government system. Additionally, monitoring can be carried out at the expense of extra-budgetary funds of interested ministries and departments.

To increase the transparency and accuracy of control, land plots will be classified according to risk levels: The " red "category indicates a high probability of violations, the" yellow "category indicates an average probability, and the" green " category indicates a low probability. This approach will allow for the rapid allocation of resources and prioritization of oversight activities.

The document also approves a roadmap for integrating the E-yer nazorat system with the information systems of other government agencies. In addition, it is envisaged that starting from 2026, 2% of the amount of penalties collected as a result of detected violations will be sent to the system operator — the Center for Computerization, Implementation and Development of Geoinformation Technologies.

The package of measures demonstrates the state's strategic approach to digitalization of land relations, where the key tasks are strengthening the rule of law, reducing corruption risks and improving the efficiency of land fund use.
