On September 8, 2025, by Presidential Decree No. PP-274, a decision was made to establish the ToshTech Technical University in Tashkent. The new educational center is designed to provide the country's industry with highly qualified engineering personnel and will become an exemplary university that meets international educational standards.
To develop the university's concept, the Ministry of Higher Education, Science and Innovation has signed a consulting services agreement with an international company. ToshTech is established as a state university with expanded academic, financial and organizational independence. They are granted the right to independently determine the conditions for admission to bachelor's and master's degrees, as well as to form educational programs.
The training process will be implemented in stages. Starting from the 2025/2026 academic year, a one-year preparatory course (foundation) is provided, funded from the state budget. From 2026/2027, bachelor's degree programs will start, and from 2027/2028, master's and postgraduate education will be opened. In the first years of the university's existence, special conditions are provided: students enrolled before the 2029/2030 academic year will be fully trained on the basis of a state grant.
Classes will be conducted in both the state and foreign languages, which will create conditions for training specialists who can work in an international environment. Financing of the educational process at the expense of the state budget will be organized according to a model similar to that used at the New Uzbekistan University.
The document also established the composition and tasks of the University's Board of Trustees and approved a roadmap for organizing its activities. To speed up the launch of the educational process, the university has been granted tax incentives: until June 1, 2029, imported devices, software and hardware, as well as components whose analogues are not produced in the republic, are exempt from customs duties.
The creation of ToshTech is considered as a strategic step in the development of the national system of higher education and training of engineering personnel that meet the needs of industry and the economy of the future.
