Uzbekistan: Decree on digital transformation of economy and public services adopted

On September 16, 2025, Uzbekistan adopted a presidential decree "On measures to further accelerate the introduction of digital technologies in the territories, industries and spheres of the republic's economy" (No. PP-286). The document is aimed at implementing the Digital Uzbekistan 2030 strategy and provides for accelerated digitalization of government agencies, real sector enterprises, as well as expanding the range of electronic services for the population and business.

The resolution defines the key areas of development of the Digital Government system for 2025-2026. Among them, the launch of 41 priority projects, bringing the share of electronic public services to 70 percent and ensuring the availability of more than 30 new services in the field. Telecommunications infrastructure will be deployed in the regions: construction of 66 thousand kilometers of fiber-optic lines and commissioning of 2,284 base stations. It is planned to introduce more than 100 new information systems and digital services, including the transfer of part of public services to a proactive format and automatic distribution of notifications to citizens on vital situations.

Starting in November 2025, mobile operators, banks and payment organizations will be able to provide public services through applications with mandatory compliance with cybersecurity requirements. In December of the same year, non-governmental non-profit organizations will be allowed to use the system of interdepartmental interaction. Starting in January 2026, the Digital Microdistrict platform will start functioning for maintaining information about residents and providing social support.

The cadastral Agency is obliged to complete the transfer of data on real estate objects to the UZKAD system by the end of 2026 and form a single address register using geodetic coordinates. In healthcare, an electronic queue for receiving referrals for preferential treatment of disabled people will start operating from May 2026, and by the end of the year, a voice assistant and the Digital Assistant to a Doctor system based on artificial intelligence will be introduced. In education, from November 2025, students will be able to submit online applications for compensation of part of the rent, and from January 2026, all public services in the field of education will be available through a single portal.

Water management will switch to digital management of resource allocation, and registration procedures for motor vehicles will be simplified by storing data in electronic format. For foreign citizens and IT Park resident specialists, the possibility of remote opening of bank accounts and issuing cards through diplomatic missions is introduced.

Special attention is paid to supporting the IT business. Residents of IT Park will have the right to pay for foreign advertising services and software subscriptions at the expense of export revenue of up to 500 thousand dollars per year. At the same time, ads must be placed on resources with an audience of more than 100 million people approved by a government commission.

A key element of the reforms will be the creation of a single digital platform "OASIS" — a unified information systems service of Uzbekistan-by the end of 2026. It will provide a unified technological approach to the construction of state information systems, increase their flexibility, security and efficiency.
