United Arab Emirates: Dubai hosts the 28th Congress of the Universal Postal Union

The 28th Congress of the Universal Postal Union (UPU), the largest international event in the field of postal and logistics services, is being held in Dubai from September 8 to 19. The Republic of Uzbekistan is represented at the forum by a delegation of the Ministry of Digital Technologies, which underlines the country's participation in the development of solutions that determine the development of the global postal system.

The Universal Postal Union was established in 1874 and has had the status of a specialized UN agency since 1948. It consists of 192 States. The main tasks of the organization include improving the global postal system, ensuring freedom of transit of items and developing international cooperation. Uzbekistan, by joining the Union, committed to handling foreign mail on equal terms with national ones, which strengthened its integration into the global logistics network.

The Congress is the highest governing body of the UPU and meets every four years. It will include six plenary sessions and 28 committee meetings. The agenda includes reports of the working bodies, adoption of the development strategy for 2026-2029, known as the "Dubai Cycle", discussion of the prospects for postal services in the context of sustainable development, and signing of final documents.

Special attention is paid to the issues of digitalization and expansion of the range of postal, financial and electronic services. Measures to improve logistics solutions, update the final cost system, and make changes to the Union's regulatory documents are considered. One of the key points will be the election of the new management of the organization, as well as the formation of the Postal Operations Council and the Administrative Council for the upcoming cycle.

The Dubai Forum is becoming an important platform for discussing the role of the postal industry in the context of digital transformation and its potential for sustainable economic growth. For Uzbekistan, participation in the congress opens up opportunities for active influence on the international agenda and exchange of experience in implementing modern technologies in the national postal system.
