Uzbekistan: violations were revealed during the tender at Uzbekistan Airports

The Anti-Corruption Agency of Uzbekistan has recorded significant violations in the public procurement procedure organized by Uzbekistan Airports JSC. The object of the tender was the supply, installation and launch of a body camera system, and the total purchase price reached 6.8 billion soums.

The analysis showed that the procurement commission made systematic deviations from the requirements of the current legislation. In particular, proposals from bidders were not considered in full and on equal terms. Individual participants in the procurement turned out to be affiliated with each other, which violates the principle of competition and transparency of the procedure. In addition, when reviewing the tender documentation, methodological errors were made in the evaluation of proposals.

The intervention of the anti-corruption agency made it possible to stop the procedure in a timely manner and cancel the final protocols of the commission. This decision effectively annulled the results of the tender, which prevented the implementation of a potentially illegal transaction using public funds.

The case of Uzbekistan Airports confirms the urgency of reforming the public procurement system, including the need to strengthen internal control, digitalize competitive procedures and eliminate conflicts of interest among participants. In the context of rapidly developing transport and logistics infrastructure, the reliability and transparency of procurement mechanisms are becoming critical for protecting public resources.

The current incident is being considered as part of a systematic effort to prevent corruption risks in strategic enterprises of the republic. It is expected that it will form the basis for the subsequent revision of internal procurement regulations and increase the standards of accountability on the part of state-owned companies.
