Uzbekistan: Law on animal registration and monitoring system adopted

Uzbekistan has adopted Law No. ZRU-1079 of August 6, 2025 "On identification, registration and tracking of animals", aimed at forming a unified national system of electronic accounting and veterinary monitoring of animals. The document sets out clear rules for the registration of animals kept by both individuals and legal entities, in order to streamline their maintenance, prevent diseases and ensure sanitary safety.

The central element of the reform will be a single electronic register, which will record information about the breed, health, location and movement of each animal. The state body responsible for implementing the provisions of the law is the Committee for the Development of Veterinary Medicine and Animal Husbandry, and the Center for Identification, Registration and Monitoring of Animals will take over the organizational and technical coordination of the system.

Registration and identification of animals will be carried out free of charge and within the time limits established by law. For cattle, sheep, goats, and camels, it must be completed within 14 days of birth. Horses are registered until they are 4 months old, and dogs and cats are registered until they are 3 months old. In each case, registration must be completed no later than one month after the expiration of the main deadline. The death of an animal is also subject to mandatory registration.

As for the import of animals into the territory of Uzbekistan for the purposes of keeping or breeding, identification must be carried out no later than 21 days from the date of import. The law also regulates the obligations of animal owners and identification specialists, including their responsibility to provide timely information and comply with veterinary requirements.

In addition to basic registration, the system will support continuous monitoring of the state of animal health, including preventive vaccination against dangerous infectious diseases. This is aimed at strengthening veterinary control, protecting the agricultural sector from epidemics and improving sanitary safety throughout the country.

The new law creates conditions for effective management of livestock resources, improving the epidemiological sustainability of agriculture and transparency in agricultural policy. Electronic accounting and tracking will also speed up data exchange between departments, which is especially important in the context of digitalization of state systems.
