Uzbekistan has approved a regulation on the procedure for calculating and approving permissible norms of technological electricity consumption. The document was adopted by Cabinet of Ministers Resolution No. 472 of July 29, 2025 and represents a key step in standardizing the country's energy sector processes.
The regulations are aimed at forming uniform rules for assessing, approving and controlling technological losses of electricity that occur during its production, transmission and distribution. It covers the entire energy circuit-from power plants to final distribution networks.
According to the new regulation, the permissible norms of technological consumption of electricity are calculated by the owners of energy networks, including operators of generating capacities, transmission and distribution systems. At each stage, specialized calculation methods are used, adapted to the specifics of the infrastructure.
The primary stage of settlement approval is carried out by the territorial departments of the Inspectorate for Control over the Use of Electricity, Petroleum Products and Gas under the Cabinet of Ministers. After that, the documents are sent to the Ministry of Energy and finally approved by the Agency for Development and Regulation of the Energy Market.
The category of technological losses includes both technical losses that occur during the transmission of energy through power lines, and internal expenses for the own needs of power facilities. Deviations due to permissible errors in measurement accounting systems are also taken into account.
The standard pays special attention to data transparency. All owners of energy infrastructure facilities are required to submit a detailed report to the Ministry of Energy annually by January 15. The report records monthly values of both acceptable and actual volumes of technological consumption. It also includes a description of all factors that caused deviations from the standards: technical incidents, outages, weather conditions, and the degree of equipment wear.
In addition, the document obliges energy companies to regularly review the standards, taking into account equipment updates, the introduction of digital solutions and changes in technical policies. This is aimed at reducing losses, optimizing costs, and improving the efficiency of resource management.
The adoption of the regulation creates a regulatory framework for a systematic approach to energy efficiency in Uzbekistan and contributes to more accurate planning for the modernization of energy infrastructure.
