The Government of Uzbekistan has approved a comprehensive package of measures aimed at modernizing the public procurement system through the active introduction of digital technologies. According to the resolution of the Cabinet of Ministers adopted on July 30, business intelligence systems, automatic risk management, as well as modules for transparent contract execution will be integrated into electronic public procurement platforms.
The measures taken are aimed not only at technological modernization of processes, but also at creating a more transparent, accountable and competitive environment in the field of public procurement. Innovations cover both internal mechanisms of work of state customers, and interaction with business.
One of the key elements of the transformation will be the introduction of a business intelligence system that can aggregate and visualize information about purchases by industry and region. This tool will provide convenient public access to analytics, which will strengthen public control and create additional incentives for fair competition among suppliers.
The risk management system, in turn, will use algorithms to identify potential violations and deviations in procurement procedures. This will allow you to prevent abuse at an early stage, increasing the reliability of the procurement environment.
Additionally, it is planned to launch an information module on goods planned for import, which will create conditions for replacing imported products with local ones and help businesses respond more quickly to the needs of the public sector.
An important step towards simplifying business access to procurement will be the possibility of simultaneous voluntary registration of enterprises in all electronic platforms during the state registration procedure. This decision is aimed at reducing the administrative burden on entrepreneurs and accelerating their integration into the public procurement system.
Also, as part of the reform, a contract execution module will be implemented, which provides public access to information on monitoring the execution of contracts by the internal audit services of customers. This approach will increase the level of responsibility on the part of both suppliers and government agencies.
In addition, the resolution establishes a norm according to which all purchase and sale agreements based on the results of electronic auctions and auctions are subject to automatic formation and conclusion in digital format through a single electronic system.
To coordinate and regulate new processes, the Regulation on Operators of the electronic public Procurement system was also approved, which defines the principles and procedure for their work.
The decisions taken form the infrastructure of digital procurement management, which is in line with Uzbekistan's long-term strategy to build an efficient, transparent and sustainable public sector with the active involvement of private business and advanced technologies.
