Uzbekistan: measures to introduce dual education and integrate universities with practice discussed

As part of the implementation of the "Concept for the development of the higher education system of the Republic of Uzbekistan until 2030", approved by Decree of the President of the Republic of Uzbekistan No. UV-5847 dated October 8, 2019, the country continues to systematically transform higher education. One of the key areas of reform was the gradual introduction of dual education mechanisms — a model that combines academic training with direct participation of students in production and management processes.

On July 28, the Training Center for Training and Retraining of employees of Financial and Accounting Departments under the Ministry of Economy and Finance hosted a working meeting between the Minister of Higher Education, Science and Innovation of Uzbekistan Kungirotboy Sharipov and the center's management. The purpose of the meeting is to expand the practical component in the training of specialists in the economic and social sphere.

The discussion was attended by Director of the Center Iroda Khamidova, Deputy Director Shukhrat Khaydarov, teaching staff, as well as employees of specialized departments. The key topics were mechanisms for organizing mobile training sessions, practice-oriented seminars, round tables with the participation of industry specialists, and thematic educational weeks such as" Financial Literacy Week "and"Budget Literacy Week".

During the meeting, an agreement was reached on the development of targeted educational programs for students studying in the areas of "Economics", "Finance"and" Social Management". Programs will be developed taking into account the real needs of budget organizations, financial institutions, and regional administrations. Special attention is paid to the introduction of a dual approach, in which training will take place both in universities and on the basis of specialized institutions, including under the mentorship of existing specialists.

Representatives of the Ministry of Higher Education and the Training Center stressed the importance of combining academic and applied components of training, noting that such integration will allow students to develop skills that meet the requirements of the digital economy and public administration.

The development of dual education is considered as a strategic tool for ensuring sustainable growth of human capital. This solution will not only reduce the gap between the theoretical base and real working conditions, but also strengthen the competitiveness of graduates in the national and international labor markets.

As part of further cooperation, it is planned to launch joint research projects, conduct certification courses for teachers, and introduce digital platforms that allow monitoring the effectiveness of educational initiatives. Such steps reflect Uzbekistan's policy of creating a highly adaptive educational environment that meets the challenges of the time and the needs of industries.
