The Cabinet of Ministers of the Republic of Uzbekistan has approved a set of measures to modernize the social assistance system with a focus on supporting women and vulnerable categories of the population. New initiatives are designed to increase women's access to finance, employment, and improved housing conditions through trust funds and grant programs.
According to Decree No. 462 of July 23, 2025, a mechanism for providing targeted assistance in the form of vouchers is being introduced in a pilot mode. Funding will be provided at the expense of the Sakhovat va Kymak Foundation and distributed through the Unified National Social Protection System. The first stage will be the launch of the system in Tashkent and certain districts of the Andijan region, where the effectiveness of the digital model of distributing funds to citizens in need will be tested.
One of the key areas of the reform was to expand the opportunities of the Women's Notebook Foundation. In particular, the maximum amount of financing for the repair of one residential object has been increased to 50 basic calculation values. In addition, for women from low — income families, a compensation mechanism for renting housing is introduced-up to 50% of the cost, but no more than 2 basic calculation values in most regions of the country and up to 3 BRV in Tashkent, Nukus and regional centers.
All funding is linked to data from the Register of Poor Families created as part of the implementation of Presidential Decree No. UP-17 of January 30, 2025. According to the provisions of the document, social benefits and support measures are available to families whose total income does not exceed twice the minimum consumer level per household member.
Special attention is paid to grant financing of socially oriented initiatives aimed at increasing women's employment. The passport of grants for the implementation of projects recognized as winners of the "Best Social Projects" competition was approved. The amount of state aid can reach 60 BRV. The main condition for receiving the grant is the creation of at least three new jobs for women, youth or other vulnerable categories of the population.
Funding will be provided to both individual entrepreneurs and non-governmental organizations. The funds can be used for purchasing equipment, raw materials, and services related to the implementation of a social project. In addition, subsidies are provided for training and advanced training of persons involved in project activities.
These measures reflect the State's strategic approach to creating a sustainable social infrastructure that focuses on women's economic empowerment. In the context of ongoing structural reforms, support for women's entrepreneurship and social activism is becoming an integral part of the national development agenda.
