Uzbekistan: approved procedure for the development and implementation of labor standards

Resolution No. 465 of the Cabinet of Ministers of the Republic of Uzbekistan dated July 24, 2025 approved the Standard Regulation on the procedure for developing and implementing labor standards. The document is aimed at systematizing approaches to regulating labor activity in organizations, including business entities, in order to increase productivity, rational use of personnel and improve working conditions for employees.

The adopted norms provide uniform principles for the formation of labor standards and create a legal basis for the introduction of a balanced system of labor organization. The new regulation requires the use of sound and flexible standards that take into account the specifics of work processes and production conditions.

The model provision covers two key areas. First, it regulates the procedure for developing and implementing labor standards in organizations, regardless of the form of ownership. Secondly, it defines standard standards for the number and remuneration of labor for professions and positions of certain categories of support personnel.

Labor rationing involves determining a reasonable amount of working time required to perform a specific task or production operation. At the same time, special attention is paid to maintaining a balance between the results achieved and the amount of wages, which allows you to optimally distribute the load between categories of employees, as well as use production facilities and equipment with maximum efficiency.

The classification is based on the Classifier of the main positions and professions of employees, which helps to assign certain professions to the management, production or auxiliary level. This approach allows us to ensure transparency of calculations and unification of approaches to staffing levels in various sectors of the economy.

For auxiliary employees, a two-step calculation method is used: First, the approved standard size standards for specific professions and positions are used, and then the proportional ratios between the number of support and administrative personnel are used. This makes it possible to avoid an imbalance in the employment structure and increase the economic efficiency of organizations.

The adoption of this regulation reflects Uzbekistan's desire to introduce modern human resource management tools and optimize labor processes at the enterprise level. The establishment of a labor regulatory framework is an important step in the framework of reforms aimed at increasing business activity, reducing costs and sustainable development of the manufacturing sector.
