Uzbekistan: increased control over the implementation of presidential instructions and budget expenditures

Uzbekistan has adopted a presidential decree aimed at strengthening control over the effective implementation of laws, decrees, resolutions and instructions of the head of state. The main task will be to analyze the use of budget funds allocated for the implementation of these documents, as well as to improve the level of executive discipline among the heads of state bodies.

The Audit Chamber will play a central role in the new system of supervision. Its specialists will have the authority not only to check the targeted and rational use of public funds, but also to propose systematic measures to strengthen the personal responsibility of managers. This applies to both ministries and regional executive structures.

It is expected that the comprehensive work of the Accounts Chamber will allow establishing transparent mechanisms for evaluating the effectiveness of budget expenditures, reducing the level of misuse of resources and improving the effectiveness of implementing national reforms.

Starting from September 1, 2025, each state body will have specialized structural divisions responsible for monitoring the execution of orders and organizing current work. Their employees will undergo scheduled professional development at least once every three years. Training of personnel will be carried out taking into account the new standards of administrative management, including elements of digitalization and automated control.

Special attention is paid to the use of artificial intelligence technologies. It is planned that AI algorithms will be used to monitor compliance with deadlines for executing documents and analyze factors affecting the effectiveness of management decisions. This will be part of the digital transformation of the public administration system being implemented in Uzbekistan.

In addition, a new department is being created within the Ministry of Justice, which will be responsible for monitoring the implementation of presidential and government documents. This decision is aimed at institutionalizing control, as well as strengthening coordination between the executive branch and supervisory authorities.

The measures taken form a solid foundation for improving the quality of public administration, strengthening accountability and introducing modern approaches to implementing management decisions. In the context of large-scale socio-economic reforms, the issue of discipline and responsibility for their implementation becomes one of the key tasks.
