IT outsourcing in Uzbekistan
Tashkent hosts a key event in the digital economy — the Global Business Services Forum 2025 (GBSF) international forum. This event was an important milestone in the implementation of the Digital Uzbekistan 2030 strategy, which aims to transform the country into one of the leading IT centers in Eurasia.
Organized by IT Park Uzbekistan with the support of the Ministry of Digital Technologies, the forum brought together more than 300 participants from 40 countries, including representatives of multinational corporations, startups, venture funds and government institutions. The focus is on the export of IT services, BPO, KPO and digital infrastructure of Uzbekistan.
The official part of the forum was opened by Minister of Digital Technologies Sherzod Shermatov. In his speech, he recalled that until 2017, Uzbekistan was a relatively closed country with an agricultural economy. However, the launch of the course on digital transformation initiated by the President has led to accelerated development of the technology sector.
"If in 2017 we had only 4 companies with foreign investments, today every month more than 30 new foreign companies become residents of the IT park. This is the result of political will, a systematic approach and comprehensive support, " the Minister said.
He stressed that all existing tax and administrative benefits for participants in the IT sector have been extended until 2040, which creates favorable conditions for long-term planning and investment.
Izzat Khamidov, Head of the Asia-Pacific direction of IT Park Uzbekistan, presented the results of the organization's work over the past six years. International Development Adviser Ahmed Abulez focused on the human resources potential of Uzbekistan, highlighting a strong educational base, the growth in the number of IT specialists and a systematic approach to talent training.
As part of the business program, a session dedicated to the practical experience of international companies in the Uzbek market was held. Representatives of Huawei, BIPO, United Soft and Monfort shared cases of implementing cloud solutions, flexible HR policy and export potential of creative and consulting services from Uzbekistan.
The forum participants paid special attention to the infrastructure and support measures for residents of the IT park. To date, more than 2,900 companies are registered in the park, creating more than 43,000 jobs. Digital products are exported to 90 countries around the world. Among the key initiatives are the "Zero Risk", "Softlanding", "Digital Startups", "IT-Visa" programs and the "One Stop Shop" service, which allows investors to complete all administrative procedures in a single window.
The GBSF 2025 Forum confirmed that Uzbekistan continues to confidently increase its presence on the global map of IT outsourcing and digital services. The country is transforming into a sustainable and attractive hub for international technology businesses.
