Kazakhstan Baiterek satellites
Kazakhstan plans to expand the practical implementation of the Baiterek project on the basis of the Baikonur cosmodrome, relying on the launch of remote sensing satellites and telecommunications vehicles. The implementation of these tasks will become possible after the completion of three test launches of the new Soyuz-5 launch vehicle, the first of which is expected in December 2025.
The Baiterek project is the result of a bilateral intergovernmental agreement signed by Kazakhstan and Russia in 2004, and is aimed at modernizing the launch infrastructure of Baikonur and creating conditions for launching modern spacecraft into orbit. As part of the distribution of roles, the Russian side is responsible for the development and manufacture of the Soyuz-5 launch vehicle, while Kazakhstan has taken over ensuring the readiness of ground infrastructure for launches.
The new Soyuz-5 rocket is designed to launch up to 17 tons of payload into low-Earth orbit and, according to experts, can strengthen the positions of both countries in international space cooperation. Kazakhstan sees this project as an opportunity to strengthen its sovereign competencies in the field of remote sensing of the Earth, as well as the development of satellite communications and digital services.
To date, construction and engineering work on the creation of a new launch complex continues in accordance with the schedule. The parties are also holding preliminary consultations on the prospect of localizing the assembly of the Soyuz-5 launch vehicle directly on the territory of Baikonur. However, a detailed study of this issue will be launched only after the successful completion of the first flight tests.
The Baiterek project is gaining strategic importance in the context of Kazakhstan's desire to strengthen its own technological base and ensure sustainable access to space. Working together with Russia opens up opportunities not only for launching national satellites, but also for participating in international commercial programs within the global space services market.
The expansion of the rocket and space program can help diversify the economy of Kazakhstan, stimulating the development of high-tech industries and creating new value chains. In the context of accelerated digitalization and the growing demand for satellite data in agriculture, ecology, logistics and telecommunications, space initiatives are seen as an important tool for ensuring the country's technological sovereignty.
