Resolution of the Cabinet of Ministers No. 443 of July 15, 2025 approved amendments to the procedure for mandatory employer's civil liability insurance. The document provides for recalculation of compensation in case of deterioration of the health status of affected employees, and also clarifies the approach to long-term payments.
The innovations were a logical continuation of the implementation of the Presidential Decree No. PP-108 dated March 1, 2024, aimed at reforming the insurance sector. The focus is on improving social security, developing the insurance market, and eliminating legal gaps in the mandatory insurance system.
One of the key changes concerns the recalculation of insurance payments after passing a re-examination in the medical and social expert commission. If the insured person receives an updated report on the degree of disability, the insurance company is obliged to recalculate the amount of compensation. This is possible only if the deterioration of the condition is confirmed to be related to a previously recorded insured event that occurred within the scope of the current contract.
Additionally, a new approach to long-term compensation, including lifetime payments, has been established. Now the calculation of the amount of compensation will be based on official data on the average life expectancy by region of the country. If the actual life expectancy exceeds the projected one, the remaining payments are forwarded to the employer, in accordance with the established legal norms.
The measures taken are aimed at balancing the interests of insurance companies, employers and employees. The new mechanism takes into account the statistical validity of payments, as well as ensures fairness in the event of long-term consequences of injuries or illnesses received at work.
The reform of the insurance legislation reflects the state's desire to strengthen the institution of social responsibility of business. It also provides a basis for increasing confidence in the compulsory insurance system on the part of both employees and private sector representatives.
As the insurance market of Uzbekistan develops, it is expected to further improve risk assessment tools, standardize calculation methods and introduce digital mechanisms for monitoring the fulfillment of obligations by insurance companies.
