According to the results of the UNTF Survey 2025 Global Study on Trade Facilitation, Uzbekistan has demonstrated rapid progress in digitalization and modernization of foreign economic activity, surpassing not only regional, but also global indicators. According to the Institute for Macroeconomic and Regional Studies under the Cabinet of Ministers, the republic has become one of the countries with the highest level of trade transparency and automation.
The UN Global Survey covers more than 180 countries and is conducted every two years to assess the level of implementation of digital solutions and reduce barriers to international trade. The central indicator-Trade Facilitation Score-includes 62 areas covering the implementation of WTO agreements, the development of paperless and cross-border e-commerce, stimulating the participation of small businesses and women in exports, as well as the "green" agenda.
The composite index of Uzbekistan was 92.47%, which is significantly higher than both the regional average for Central Asia (77%) and the global level (70.4%). For comparison, in 2023, the republic's indicator was 84.95%. The increase of more than 7.5 percentage points over two years reflects the systematic work on implementing reforms in logistics, administration and digital platforms.
Uzbekistan has achieved maximum results in the field of transparency (100%) and almost complete transition to paperless document management (96.3%). Automation of customs procedures has reached the level of 95.83%. High rates were also recorded in cross-border e-commerce (88.89%).
Less dynamic but strategically important areas, such as institutional mechanisms and international cooperation, also show progress — 66.67%. This is evidence of systematic work in preparation for joining the World Trade Organization and the formation of a sustainable foreign economic infrastructure.
Special attention should be paid to the development of the "single window" system, the introduction of electronic platforms for obtaining permits and certificates, as well as interdepartmental database integration. These measures significantly reduced the time and costs of participants in export-import operations, increasing the confidence of investors and partners.
Uzbekistan is strengthening its position as a logistics and trade hub in the region, creating a competitive ecosystem for national businesses. Combined with the stated goals of the Uzbekistan 2030 Strategy, including expanding export potential and integrating into global supply chains, progress in trade facilitation is becoming an important pillar of sustained economic growth.
