artificial intelligence Uzbekistan strategy
Uzbekistan has adopted a strategically important package of solutions aimed at accelerating the development of artificial intelligence technologies and the digital economy. Resolution of the Cabinet of Ministers No. 425 of July 10, 2025 approved the list of priority AI projects, the implementation of which is planned for 2025-2026. This step is a continuation of the initiative announced by President Shavkat Mirziyoyev on July 1 during the presentation of new directions in the field of digital technologies, telecommunications and machine intelligence.
The measures taken are based on the Strategy for the Development of Artificial Intelligence Technologies until 2030, as set out in the Presidential Decree of October 14, 2024. The main task of the current stage is to translate strategic tasks into practical reality. For this purpose, a new state institution has been created — the Center for the Development of Artificial Intelligence and the Digital Economy, which is charged with coordinating the implementation of key areas and projects.
According to the resolution, two lists of AI projects were approved:
– one includes initiatives implemented by organizations subordinate to the Ministry of Digital Technologies;
– the second is projects to be implemented by other ministries and departments, which indicates a cross-sectoral approach to digitalization.
One of the most significant points concerns infrastructure strengthening: by June 1, 2026, Inha University in Tashkent should be equipped with a high-performance computing cluster, including graphics processors (GPUs) and server databases. Such equipment is necessary for conducting parallel computing, training neural networks, and supporting research programs in the field of AI.
Project implementation will be monitored on an ongoing basis. The Ministry of Digital Technologies will receive quarterly reports on the progress of tasks, which creates prerequisites for operational project management, removing administrative barriers and adapting solutions to current challenges.
The implementation of initiatives will be accompanied by organizing competitions, attracting technical experts, providing consulting assistance, and solving logistics and administrative tasks. This highlights institutional maturity and a proactive approach to building a full-fledged AI ecosystem.
The formation of a vertical of coordination, from the government to individual universities and industry departments, indicates that Uzbekistan has entered the phase of practical implementation of the strategy in the field of high technologies, paying attention to both infrastructure and personnel and organizational support.
