Uzbekistan introduces notification mechanism for conformity assessment bodies

Uzbekistan has approved a new procedure for appointing (notifying) conformity assessment bodies, which will become a key link in modernizing the technical regulation system. Resolution of the Cabinet of Ministers No. 432 of July 12, 2025 adopted a regulation that comes into force in three months, which formalizes the requirements, procedures and responsibilities of the parties in the product conformity assessment system.

The notification mechanism was developed in accordance with the Law" On Technical Regulation " of February 2023. It is aimed at increasing transparency and objectivity in the selection of authorized organizations involved in confirming the quality and safety of products, including testing, certification and inspection control.

The document introduces strict requirements for both assigning and assignable structures. In particular, conflicts of interest are excluded, confidentiality of the information received is mandatory, and all decisions on the appointment of the authorized body must be made by unaffiliated persons. In addition, designated authorities are required to act impartially and objectively, ensuring a high level of confidence in the results of conformity assessment.

Conformity assessment bodies will be able to obtain notified status if a number of conditions are met. Among the key requirements are the presence of a legal status of a resident of the Republic of Uzbekistan, at least three years of experience in this field, as well as the presence of own accredited laboratories capable of performing tests within the scope of the declared field of activity. Compliance will also require meeting the requirements set out in the technical regulations. In case of their absence, the standards approved by the Cabinet of Ministers are applied.

The implementation of the regulation opens the way for the creation of common rules in the field of technical regulation, especially in the context of export growth, integration into international markets and the development of the industrial sector. The creation of an up-to-date and transparent register of designated authorities will be part of the new regulatory and control architecture in Uzbekistan.

The introduction of clear and standardized notification procedures allows businesses to understand in advance what requirements need to be met in order to participate in the certification chain, and the state can get an effective oversight tool without excessive administration.
