Uzbekistan has approved a regulation on the creation of the Unified State Register of Players and Bets — a digital system aimed at transparent regulation of gambling, betting activities and online lotteries. The relevant document was signed by the Director of the National Agency for Advanced Projects on July 7, 2025.
Registration of all players and their transactions will become a mandatory part of the new regulation. The project aims to strengthen control over financial flows in the gambling sector, increase consumer protection and reduce social risks associated with gambling addiction and illegal activities in this segment.
The digital register will accumulate information about all participants in the game process, as well as about the operators involved, bets, wins, losses and refunds. Data will be collected and processed in real time, and the system itself is integrated with state databases of individuals and legal entities. The register operator is UZINFOCOM LLC, a national integrator of state information systems.
The new regulation requires game organizers to ensure complete cybersecurity of platforms, conduct mandatory digital identification of players, and strictly comply with the requirements of advertising and financial transactions legislation. In particular, it is prohibited to provide services to minors, offer participation in games on credit or using borrowed funds, as well as use cash payments when accepting bets and paying out winnings. All activities must be carried out exclusively through the domain names specified in the license.
At the same time, regulatory documents regulating the activities of organizers of risk-based Internet games and betting companies were approved. They clearly specify the requirements for the software, as well as the procedure for maintaining reports and fulfilling obligations to customers. A special restriction mechanism is also being introduced — players will be able to set limits on the amounts involved in betting or online games, as well as be entered in the register of persons restricted in access to gambling services.
Special attention is paid to ensuring the legal protection of players and investors. The creation of a unified register allows the state not only to control financial flows, but also to quickly identify violations, protect the interests of citizens, fight illegal operators and exclude the involvement of vulnerable segments of the population, primarily minors and dependent persons.
The National strategy aims to create a civilized and regulated gambling environment, with an emphasis on security, transparency and compliance with legal norms. Uzbekistan is taking an important step towards digitalization of one of the most sensitive segments of the economy — gambling, ensuring both the interests of the state and consumer protection.
