The Cabinet of Ministers adopted Resolution No. 405 of July 1, 2025, aimed at creating additional mechanisms to facilitate the employment of people with disabilities. The document establishes the procedure for maintaining a digital register, introduces a system of direct support for employers and expands employment support tools for citizens with disabilities.
The central element of the reform was the approval of the Regulation on the procedure for assistance in the employment of disabled people. As part of this initiative, the National Agency for Social Protection of the Population launched the information module "Electronic Register of assistance to employment of Persons with Disabilities", integrated into the "Unified State Social Protection"system.
The register includes data on the education, professional experience, qualification level, and preferences of applicants with disabilities. Access to this data is granted to employers who are interested in attracting new employees based on the principles of social responsibility and inclusiveness.
Citizens with disabilities of Groups I and II who want to find a job can apply through the Inson social services centers or through the Unified Portal of Interactive Public Services. After registration, the information is automatically transferred to the electronic register.
According to the decree, business entities that employ people with disabilities can receive state subsidies. Support is provided if a number of conditions are met:
- registration of official employment for at least three months;
- payment of wages not less than two minimum wages (minimum wage).
Additionally, subsidies are provided to cover the costs associated with creating conditions for inclusive employment. These include sign language interpreters, psychologists, and social assistants. This enables employers to adapt the work environment and improve the efficiency of integrating people with disabilities into production processes.
To receive a subsidy, an entrepreneur must submit an appropriate application through the IP "Unified State Social Protection" or through the unified digital portal of public services.
The new system provides not only transparency and efficiency of interaction between job seekers and employers, but also sets a precedent for digital transformation in the field of social support.
