Electronic documents, salary increases and proactive pensions: what has changed and what awaits Uzbekistan since July 2025

Since July 1, 2025, a number of significant changes have come into force in Uzbekistan, which affected the social sphere, digitalization and tariffs. In addition, it is expected to introduce new reforms in medicine, education, economy and housing construction, which will begin to be implemented in the near future.

Changes that took effect on July 1

In the Tashkent and Bukhara regions, tariffs for cold water supply and sewerage services for the population were increased. This is due to the need to modernize the infrastructure and ensure stable water supply.

Citizens got the opportunity to use electronic copies of identity documents through the Unified Portal of Interactive Public Services and the Social Card mobile application. Such digitalization simplifies access to public services and reduces red tape.

The appointment of disability pensions and compensations for the first and second groups was carried out in a proactive form-without the need to apply to state bodies. A similar mechanism was introduced for compensating people with visual disabilities and other categories of citizens, which accelerated the receipt of social support.

Some residents of the country received the right to free planned medical care in hospitals on the basis of an electronic queue provided for by the state health insurance program.

An electronic system "Bolalar bogchasi" has been launched in state kindergartens to record attendance of children and staff, as well as record food expenses.

In a pilot mode, a new model of healthcare organization has been introduced in selected cities and districts. Salaries of some categories of doctors in district and city clinics increased by 20 %, and those of secondary medical personnel-by 10 %. At the same time, the bureaucratic burden on health workers has decreased by about a third.

Changes and innovations that will take effect after July 1

In the near future, the gradual opening of new educational organizations will start. Educational institutions must pass licensing or notification registration, and then obtain accreditation of educational programs.

The Faculty of Cybersecurity and Digital Criminalistics with departments on cyber law, information security and digital technologies will be created in the structure of the Academy of the Ministry of Internal Affairs.

The Academy of Public Policy and Management will introduce a new procedure and formats for training civil servants, including traditional courses, internships, and independent training based on professional tasks.

New microcredit rules will come into force on July 24. Banks will limit the number of microloans, and borrowers with a high debt burden will lose the opportunity to receive new loans.

Individual entrepreneurs working from home will be allowed to produce furniture products.

For small and medium-sized businesses, there will be a moratorium on the adoption of regulatory legal acts with new obligations until 2028.

The Council of Businesswomen will launch a digital platform called "Women Entrepreneurs" to help find sales markets, purchase raw materials, and solve business problems.

Most restrictions on the export of goods are expected to be lifted, with the exception of 86 product groups that include raw materials and products with high social significance.

For internal electronic transfers of more than 11.2 million soums, payment organizations will be required to provide additional information about the sender and recipient.

State-funded organizations, enterprises that provide services to the public, gas and oil products distributors, as well as legal entities that rent out property, will be required to connect to electronic payment systems and provide online payment options.

Marketplaces, streaming services and service aggregators, in addition to paying VAT, will have to open special accounts and register legal entities in Uzbekistan.

In the field of housing construction, developers will be able to attract funds from equity holders only when transferring money to special escrow accounts in banks with notarized contracts and strict requirements. You will be able to follow the progress of construction online.

The construction of individual housing and small non-residential facilities will be supervised by private specialists, and a permit for commissioning will be issued if there is a positive conclusion issued through the "Transparent Construction" system.

July 2025 was the launch point for a number of significant reforms and changes aimed at improving the quality of life, supporting businesses and modernizing public services in Uzbekistan. New initiatives will gradually be implemented throughout the year, setting the direction of the country's development.
