Belarus and Uzbekistan agree on a mechanism for mutual recognition of conformity assessment: a new stage of integration in the field of technical regulation

Belarus and Uzbekistan are entering the final stage of preparing a bilateral agreement on mutual recognition of product conformity assessment results. The document being discussed between the two countries ' national standardization bodies will be a key element in removing technical barriers and facilitating mutual trade.

Negotiations intensified during the 67th meeting of the Interstate Council for Standardization, Metrology and Certification. During the meeting between the Chairman of the State Committee for Standardization of Belarus Elena Morgunova and the delegation of the Agency for Technical Regulation under the Cabinet of Ministers of Uzbekistan, headed by Akmal Zhumanazarov, approaches to the practical implementation of a comprehensive program to eliminate technical obstacles were agreed.

A key element of the new agreement will be the recognition of the results of certification, testing and inspection carried out by authorized organizations of both countries. This will allow exporters to avoid duplicate conformity assessment procedures and significantly reduce the time and financial costs of entering the partner country's market.

Within the framework of the dialogue, personnel and methodological aspects of technical regulation reforms were also considered. Special attention is paid to the training of specialists of exporting enterprises, including mandatory requirements for products in various industries - from mechanical engineering to the food and chemical industry.

The Belarusian side proposed to create a branch of the educational center "Academy of Quality" in Uzbekistan. This step will help localize training, increase the level of competence of technical specialists and simplify the implementation of common standards at enterprises working with products for export.

Belarus continues to adapt its standardization system in response to external challenges. The priorities of the new stage are advanced standardization, technological autonomy and development of the regulatory framework for import substitution. In this context, the strategic partnership with Uzbekistan is perceived as an important step towards strengthening industrial cooperation and creating a common technical space in the Eurasian region.
