Decree of the President of the Republic of Uzbekistan No. UP-98 dated June 23, 2025 approved Concept for the development of local representative government bodies ' activities until 2030. The document is aimed at improving the efficiency of local Councils of People's Deputies, strengthening democratic institutions and expanding the participation of citizens in governance processes.
According to the approved concept, the key priorities are:
- implementation of the principle people's power and increasing the accountability of executive bodies to local government representatives;
- decentralizing governance on the principle of "serving the interests of the population";
- balanced distribution of powers between regional, city Kengash of Tashkent and district/city Kengashes;
- strengthening legal framework for international cooperation at the level of local representative bodies.
New powers for Kengashes
In accordance with the decree, local Kengashes of People's deputies are granted the following additional functions::
- setting up minimum rental rates for the use of state-owned immovable property;
- statement rules for maintaining burial sites and tariffs for funeral services;
- definition and reservation jobs for socially vulnerable categories of the population;
- provision of permissions to change the speed limit on certain road sections with appropriate signs installed.
Organizational changes
The document also provides for structural changes in the local government system:
- part of local budget expenditures will be initiated by the deputies themselves;
- when Kengashes are created Youth groups, by analogy with the parliaments attached to the chambers of the Oliy Majlis, and Advisory groupsincluding representatives of NGOs, mahalla self-government bodies, scientific and public institutions;
- being entered financially independent settlement system in the regional and Tashkent city Kengashes to ensure the activities of the secretariats;
- being established position of deputy chairman of the local Kengash of People's Deputies.
Additionally approved Roadmap for the implementation of the Concept until 2030Which sets out step-by-step measures to strengthen the role of local representative authorities and improve their institutional sustainability.
