New management system: People's reception offices will receive significantly strengthened powers and will be placed under the leadership of khokims

In the context of growing geopolitical instability, logistical disruptions, and increasingly complex international trade relations, the public demand for justice, openness, and respect for the honor and dignity of citizens is growing stronger. In these circumstances, the effectiveness of local work becomes key to the stability and sustainability of the social environment.

In each district of the country, on average, there are more than 40 state organizations involved in solving the problems of the population. The staff of these structures is about 500 employees. Despite this, even to resolve basic issues, representatives of local authorities are forced to apply for permits to regional authorities, which, in turn, coordinate their actions at the central level. Agencies with resources and powers often perceive themselves as control structures rather than as bodies of practical assistance to citizens, which leads to excessive bureaucratization and formalism.

In the last 7-8 years, the country has consistently implemented an approach according to which state bodies should serve the people, and not vice versa. This principle has become the central guideline of administrative reforms implemented under the leadership of the President. However, the statistics of requests indicate that the effectiveness of this process requires reassessment.

In 2024, 55% of applications received by the People's Reception Offices and the Virtual Reception Office of the President were not resolved positively. These data reflect not only administrative statistics, but also the frustration of hundreds of thousands of citizens whose hopes and rights have been left unanswered.

Dissatisfaction with the work of People's reception offices is caused by an increase in the number of requests for a personal meeting with the President. Many of these appeals relate to problems that should be addressed at the district level, but are ignored by responsible officials.

In response, at the initiative of the head of state, a new model of functioning of Public reception offices was launched. According to the reform, the khokims of regions and districts will now take over the management of reception centers directly. Every morning, khokims will start the working day with receiving citizens and solving problems raised by the population. The powers of local administrations have been significantly expanded, and additional resources have been allocated to make decisions on the spot-without having to refer the issue to other departments.

As part of the new system, the requirements for ministries, khokimias and heads of structural divisions are increased: from now on, they are required not only to formally respond to requests, but also to achieve real results. Solving citizens ' problems becomes an integral part of their official duties.

Deputies representing the interests of the people should play a key role in ensuring the effectiveness of reforms. Their task is not only to participate in the legislative process, but also to monitor the implementation of decisions, report problems from the local authorities to the central authorities, and provide feedback. Only with the active participation of the parliamentary corps will citizens ' appeals be not only recorded, but also brought to concrete decisions.

The reform of the system of receiving applications is aimed at restoring public confidence in state structures and institutionalizing an effective dialogue between the authorities and society.
