Approved list of diseases for free treatment of privileged categories of citizens

The Ministry of Health has approved a new list of diseases that will be treated at the expense of the State Budget for certain categories of citizens. The corresponding Order No. 3632 was signed by the Minister of Health on June 19, 2025 and issued pursuant to the Presidential Decree No. PP-311 of September 5, 2024 "On measures to introduce State health insurance mechanisms".

The document forms the legal basis for implementing a system of targeted medical care within the framework of state insurance, providing for budget coverage of treatment costs for a number of medical indications for socially vulnerable and economically disadvantaged groups of the population.

The appointment of free treatment is carried out on the referral of a doctor exclusively within the approved list of diseases. The referral is formed through the Electronic Health Care information platform, which ensures transparency and accounting of medical services provided.

Starting from January 1, 2026, in regions where the state health insurance system is implemented, planned inpatient care will be available free of charge on an electronic queue in institutions of district, city and territorial levels.

The following groups of people can apply for this category of medical care::

• citizens who pay personal income tax (PIT) or social tax;
• persons who have paid taxes established by law, which are taken into account when calculating the length of service;
• minors;
• students of educational institutions;
• pregnant women and persons caring for a child under two years of age;
• unemployed persons registered with the labor authorities;
• state pension recipients;
• members of families recognized as low-income through the Unified Register of Social Protection system;
• members of families recognized as poor based on the information module "Register of Poor Families".

The introduction of this measure is aimed at increasing the availability of basic medical services and equalizing the conditions for receiving treatment for vulnerable segments of the population. Integration with digital platforms and the use of electronic registers provides a targeted approach and automated control at all stages of medical care delivery.
