Starting from July 1, 2025, a number of legislative innovations affecting the social protection system, healthcare, business activities and state digital services will come into force. The updates are aimed at strengthening targeted support for the population, improving the efficiency of administration and facilitating the business environment.
Increase in pensions and benefits
Starting from July 1, the amount of state pensions, social benefits and material assistance for low-income families will increase by 10%. The following dimensions are set:
- minimum age pension — 918 thousand soums per month;
- minimum disability pension — 1,012 thousand soums;
- child benefits:
- 360 thousand soums — for a child under 3 years of age,
- 275 thousand soums — from 3 to 18 years old,
- 165 thousand soums-extra for the second child,
- 110 thousand soums — for the third and subsequent children;
- financial assistance for low-income families — 420 thousand soums.
- The basic amount of pension calculation is set at 471 thousand soums.
Proactive pension allocation
A mechanism for assigning state pensions and compensations in a proactive form is being launched. Group I and II disability pensions will be assigned without submitting a separate application. Compensation is automatically awarded to persons with visual disabilities and citizens who have served in high-risk radiation facilities. Also, every two years, the pension will be recalculated for citizens who continue to work after receiving disability benefits.
Allowances for doctors
In all state medical institutions of the country, a system of bonuses for doctors performing high-risk and qualified medical procedures is being introduced. Allowances will range from 25% to 100% of the official salary, depending on the complexity of the clinical case.
Automation of tax benefits for people with disabilities
Starting from July 1, it is planned to proactively implement tax benefits for people with disabilities. Applying for preferences will not require submitting an application — information will be processed automatically based on interdepartmental electronic data exchange.
Digitalization of phytosanitary and veterinary procedures
The use of seals, stamps and paper registration in the field of veterinary and phytosanitary control of foreign trade cargo is completely abolished. All accompanying procedures are translated into an electronic form with confirmation of data through information systems.
Mandatory OSAGO when crossing the border
Compulsory insurance of civil liability of motor vehicle owners when crossing the state border is established. Registration of the insurance policy will be integrated into customs information systems, and without it, customs clearance of the vehicle will be impossible.
New business guarantees
Until January 1, 2028, a moratorium is introduced on the adoption of new regulations that impose additional obligations on small and medium-sized businesses. New regulatory rules can only come into force twice a year — on January 1 or July 1. For beginning entrepreneurs, the principle of "First opportunity" is introduced: during the first year of work, they are released from liability for the first administrative offense.
Transfer of functions to the private sector
The following state functions are transferred to private organizations::
- organization and conduct of qualification exams for realtors, appraisers, bailiffs, guides and tour guides;
- accreditation of medical institutions;
- checking counters;
- decontamination (fumigation) of quarantined products.
Tighter control in shared-equity construction
Attraction of funds from equity holders is allowed only on the basis of a notarized equity participation agreement registered with the cadastral authorities. The measure is aimed at protecting the interests of investors and increasing the responsibility of developers.
Cancellation of VAT relief for carriers
The VAT exemption for passenger transportation services at uniform fares is canceled. This measure will lead to the unification of the tax burden on all participants of the passenger transportation market.
Electronic control of attendance in kindergartens
In all state preschool institutions, a system of electronic registration of attendance and working hours is being implemented through the Bolalar Bohchasi platform. It will also record information about students ' food expenses.
