Civil service in Uzbekistan: new approaches to the formation of the personnel corps and working conditions

The President approved the decree of June 19, 2025 "On measures to organize the state civil service on the basis of new approaches and the formation of a professional and performance-oriented corps of civil servants". The document defines the key directions of reforming the civil service system and modernizing the personnel policy.

One of the innovations will be a change in the procedure for concluding employment contracts with civil servants. Starting from January 1, 2026, an employment contract will be concluded for one year for persons entering the civil service for the first time. In the future, if the activity is evaluated positively, the contract may be extended indefinitely.

For new civil servants, mandatory preparatory courses "Entering the civil service" are introduced, as well as systematic professional development at least once every three years. Upon completion of the training, an assessment of theoretical knowledge and practical skills will be conducted.

As part of the reforms, a National talent Pool is being created: at least 500 candidates for senior positions in republican executive bodies and at least 1,000 candidates for similar positions in the regions. In addition, a pool of potential personnel is being formed from 1,000 representatives of mahallas, assistants to khokims, activists of women's and youth organizations, social workers and tax inspectors who have achieved positive results over the past two years. These specialists will be able to be appointed to positions out of competition on the recommendation of the Civil Service Development Agency.

Starting from October 1, 2025, a single "Xizmat safari" module will be introduced in the system "hrm.argos.uz" for accounting and analysis of official business trips of civil servants. The module will allow you to track business trip plans and results online, assess their impact on the performance of government agencies, and record expenses. Each employee will be required to provide a report on the results of foreign business trips.

Heads of development and human resource management departments will receive the status of advisers to the head of HR policy. Appointment and dismissal will be made with the approval of the Civil Service Development Agency. In addition, such specialists are required to pass certification every three years.

Starting from August 1, 2025, state bodies will organize physical education events at the set time of the working day. Data on employees ' body mass index will be published on the platform "hrm.argos.uz". An annual medical checkup will become mandatory for all civil servants. Canteens of state bodies will be outsourced with the condition of mandatory implementation of healthy food standards and restrictions on the sale of sweets, fatty and flour products.

The document approved the Strategy for the Development of the state civil service until 2030, the list of state bodies and organizations in which the state civil service is being introduced, as well as the regulation on the procedure for assigning qualification ranks to state civil servants.
