The Cabinet of Ministers approved the administrative regulations for the provision of state services for reimbursement of expenses for the conversion of motor vehicles for the needs of persons with disabilities. The relevant document was adopted by Resolution No. 377 of June 18, 2025.
As part of the implementation of the measures provided for by Presidential Decree No. PP-266 of July 18, 2024 "On additional measures to create a favorable and unhindered environment for people with disabilities", the state compensates part of the costs of entrepreneurs for the conversion of buses. The amount of compensation is up to 50% of expenses, but not more than 30 basic calculated values for each bus. Funds for this purpose are allocated from the State Social Protection Fund.
The compensation applies to buses of entrepreneurs who won tenders for urban, suburban and intercity passenger transportation until October 1, 2024. In addition, expenses related to the conversion of one vehicle used by a person with a Group I disability are reimbursed.
Conversion is considered to meet the requirements if the vehicle is equipped with the following elements::
- for buses — a prefabricated ramp, an audio and visual information monitor, information speakers (up to three pieces), a microphone, a communication button, and an information board about stops;
- for personal vehicles — a system of manual control of the gas and brake pedals, as well as a converted automatic transmission instead of a manual one.
To receive compensation, applicants must submit an application to Inson centers, through the Unified National Social Protection information system or through the EPIGU platform within 90 days of the completion of vehicle conversion.
