Uzbekistan introduces a system of "green" public procurement

The Cabinet of Ministers approved Resolution No. 371 of June 18, 2025 "On measures to improve the support system for green public procurement". The document aims to gradually introduce environmentally-oriented principles in public procurement and increase the share of such purchases in the total volume.

According to the measures taken, the share of "green" purchases in the public procurement system should reach 30 % by 2030. Starting from January 1, 2026, a block of environmental criteria will be included in the tender documentation for the selection of the best proposals. Participants in the procedures who have submitted documents on environmental labeling will receive additional points — 5 % of the total points scored for each type of supporting documentation.

It is noted that the non-compliance of the proposal with certain environmental criteria will not be a reason for excluding the participant from the competitive process. At the same time, state customers are required to ensure that at least 15% of "green" purchases are achieved in public procurement expenditures in 2026 and increase this figure by at least 5% annually.

On a special page of the public procurement portal, it is planned to publish data on current "green" purchases, a list of authorized organizations that assess the conformity of products with environmental labeling standards in the Green Sign system, as well as registers of economic entities and their products with environmental labeling. In addition, established environmental criteria for assessing the quality and technical characteristics of goods and production processes will be published.

The resolution approved standard environmental criteria that will be used in the procurement of individual product groups within the framework of public procurement. These measures are aimed at promoting an environmentally responsible approach to public spending.
