Uzbekistan joins Very High EGDI group for the first time: Parliament considers measures to develop digital government

Tashkent, June 3, The Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan discussed the response of the Minister of Digital Technologies Shukhrat Shermatov to a parliamentary request on measures taken to improve the country's position in the UN Global E-Government Development Index (EGDI).

As reported, the Presidential Decree of September 11, 2023 approved the strategy "Uzbekistan-2030", in which one of the priorities is the country's entry into the top thirty of the EGDI world rating and the transformation of Uzbekistan into a regional IT hub.

As part of the strategy, the Digital Government Project Office has been established to analyze the current state of digitalization, eliminate barriers, and launch priority initiatives. To date, a list of 300 digital projects has been approved, of which 258 have already been implemented, and 42 are under implementation. These projects cover public administration, the economy, and regional development.

According to the results of the rating published in 2024, Uzbekistan ranked 63rd among 193 countries, improving its position by six points over the last period and by 24 points compared to the previous two cycles. For the first time in its history, the country entered the group with a very high level of e-government development — Very High EGDI.

As noted in the Minister's response, the Digital Uzbekistan 2030 strategy defines long-term guidelines for digital transformation and provides for the transition to a new management model — "digital government". This implies a complete rejection of paper-based document management, a reduction in formal procedures for citizens, and the integration of state databases for automatic information exchange between departments.

Since the beginning of 2025, 51 new electronic services have been introduced on the Unified Interactive Portal of Public Services, bringing their total number to 751. The number of portal users has exceeded 11 million. The mobile version of the platform has 565 services, including more than 100 new solutions.

At the meeting of the Legislative Chamber, it was emphasized that the submitted response contains comprehensive information on the progress of digital reform. The document of the Minister of Digital Technologies was taken into account.
