Since June 1, important legislative changes have come into force in Uzbekistan: from "golden visas" to new migration rules

Since June 1, 2025, a number of new legislative norms aimed at improving the investment climate, developing tourism and improving road safety have been introduced in Uzbekistan. The initiatives cover both the economic and legal spheres, demonstrating the country's desire for systemic reforms in the interests of domestic development and international cooperation.

Golden Visa for investors and simplification of migration procedures

One of the most notable innovations was the system of so-called "golden visas"introduced by the Ministry of Justiceproviding foreign investors with enhanced opportunities for long-term stay and doing business in the country. Obtaining this visa will allow foreign entrepreneurs to process documents with a simplified procedure, as well as enjoy tax and legal guarantees that protect their capital.

In parallel, it was simplified procedure for obtaining a residence permit for foreigners who intend to invest or develop long-term business projects in Uzbekistan. The new rules are aimed at reducing administrative barriers and reducing the time required for processing applications.

Visa-free regime for the Persian Gulf countries

An important step in the tourism sector was the introduction of visa-free travel for up to 30 days for citizens of Bahrain, Kuwait and Oman. These measures, according to the Investment and Tourism Agency, are aimed at increasing the flow of tourists from the Persian Gulf countries, as well as strengthening humanitarian and business ties between the countries.

Uzbekistan has consistently expanded the list of countries with which simplified visa agreements apply, thereby increasing the country's accessibility for international tourism and business.

Penalty points for traffic violations — a new control mechanism

Among other changes — introduction of a system of penalty points for traffic violations, which will be phased in throughout the country. For each recorded violation, the driver will receive a certain number of points. When the established limit is reached, administrative measures are provided, including temporary deprivation of the right to drive a vehicle.

This system is designed to increase discipline on the roads, reduce the number of accidents and create a sustainable culture of safe driving.

Forecast — improving the business and tourism environment

According to representatives of government departments, the new measures will become an important link in the overall strategy to increase the investment attractiveness of Uzbekistan. The introduction of "golden visas", simplification of migration procedures and liberalization of visa policy create favorable conditions for the arrival of foreign capital and the expansion of international relations.

These changes are expected to have a positive impact on the business environment, increase the level of legal predictability and create additional incentives for multinational companies to consider Uzbekistan as a promising entry point to the Central Asian market.
