Uzbekistan approves draft law on regulation of artificial intelligence and personal data protection

The Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan has adopted in the first reading a draft law aimed at forming the legal framework for regulating the use of artificial intelligence technologies, as well as strengthening measures to protect personal data of citizens. The initiative reflects the growing need for state control in the context of rapid development of digital solutions and automated systems.

According to information provided by the Ministry of Justice, the draft law introduces norms that establish legal liability for the misuse of personal information using algorithms and artificial intelligence tools. The document focuses on preventing discrimination, manipulation of public opinion, and other AI-related abuses.

One of the key innovations of the project is mandatory labeling of content created with the participation of artificial intelligence. This requirement is aimed at ensuring transparency and awareness of users about the origin of information, including visual and text materials. There are also restrictions on the use of AI for purposes that can violate the constitutional rights and freedoms of citizens, as well as endanger public safety.

The adoption of this bill is part of Uzbekistan's broader digital transformation strategy, which places particular emphasis on ensuring legal protection of individuals in the face of rapid adoption of new technologies. If the document is finally approved, the country will receive one of the first comprehensive legal mechanisms for regulating AI in the Central Asian region.
