Self-employed people in Uzbekistan are exempt from state duty when registering an individual entrepreneur or legal entity

Starting from May 1, 2025, self-employed citizens will be able to register as individual entrepreneurs or legal entities for free in Uzbekistan. This measure encourages the development of small and medium-sized businesses (SMEs) and promotes their consolidation.

President Shavkat Mirziyoyev signed a corresponding decree on March 19, consolidating a number of new initiatives to support entrepreneurship.

Main objectives of the program:

- Increase the share of small and medium-sized businesses in GDP to 55%, in industry and exports to 34%, in employment to 75%;

- Expand at least 600 entities to the status of "champion entrepreneurs";

- To double the share of small businesses in the municipal, construction and social sectors;

- Create 4,000 businesses with more than 100 employees;

- Launch 200 startups and 100 branded production facilities;

– Develop the agricultural sector: grow high-yield crops on 30 thousand hectares, create 16 agricultural parks and 9 agro-industrial complexes.

The self-employed, having received the status of an individual entrepreneur, microfirm or small enterprise, will be able to apply for unsecured loans:

- Up to 50 million soums under the family entrepreneurship program (previously 33 million soums);

- Up to 150 million soums under the small business support program (previously 100 million soums).

Medium and large businesses will be able to return VAT on an expedited basis — within 7 days.

The Ministry of Economy and Finance and the Central Bank will allocate 120 trillion soums for the development of SMEs in 2025. Of this amount, 22 trillion soums will be allocated for special business programs.
