It was noted that 98% of those employed in this field are young professionals. In order to support the creative sector, creative industry parks will be created in the country's regions, where residents will be able to enjoy tax benefits until 2030.

To regulate this industry, the Law of the Republic of Uzbekistan "On the Creative Economy"was adopted on October 3, 2023. Uzbekistan was the first country in Central Asia to develop a legal framework for this direction.
The creative economy plays a significant role in the global economy. According to UNESCO, its contribution to global GDP is 3.1%, and its share in global employment reaches 6.2%. In countries with developed social policies, this indicator is significantly higher. The creation of a strong legal framework for the creative sector in Uzbekistan is consistent with the country's status as a social state, as enshrined in the Constitution.
Impact of technological changes
In the era of rapid development of artificial intelligence, the creative economy is gaining special value. According to research by the Nesta center, automation will affect only 15% of jobs in the creative sector in the UK, which indicates the high resilience of the industry to technological changes.
At the same time, the creative economy actively uses innovations, artificial intelligence and modern technologies. It represents not just traditional creativity, but a synthesis of art, culture, literature and entrepreneurial thinking.
Main provisions of the law
The Law" On the Creative Economy "defines key concepts, including "creative industry", "creative industry park", "creative entrepreneurship" and "creative product". Creative entrepreneurship encompasses the creation, production, storage, distribution and promotion of goods and services of economic value based on intellectual labor.
Infrastructure and support
Uzbekistan has created all conditions for the development of the creative industry. The rich cultural and historical heritage, along with the active use of modern technologies, foreign languages and high interest of young people, creates a favorable environment for the growth of the sector.
One of the key elements of support is the Creative Industry Park, a special organizational and legal structure operating in Uzbekistan on the principles of extraterritoriality. These parks are incubators for creative entrepreneurship, providing residents with tax incentives, reduced tariffs, and access to public infrastructure.
Additionally, a Creative Economy Support Fund has been created, which finances expenses related to the implementation of projects in the creative industry both in the domestic and international markets.

One of the most important aspects of the new law was the introduction of a cluster model. Creative industry clusters bring together companies and specialists involved in creating products and services that are in demand on the market, as well as providing educational, consulting and information services. This contributes to the comprehensive development of the industry and strengthening Uzbekistan's position in the creative economy.
